Dear Residents,
My name is Sarah, and I am your local Accredited Community Safety Officer for Whiteley Town Council.
I would like to take this opportunity to address a concern that has recently been raised regarding children playing within the roadways on the estate.
I fully appreciate that children will want to enjoy spending time outdoors, particularly during the warmer months, and this is an important part of growing up. However, it is essential that this is balanced with safety and consideration for others within the community.
There have been reports of children playing in and around the roads, as well as some instances where behaviour has impacted residents’ property. I would kindly ask parents and carers to ensure that children understand the importance of respecting their surroundings, including boundaries, property, and other members of the community.
Road Safety
The estate is regularly used by vehicles, including delivery drivers, and concerns have been raised about speeding. Children playing in or near the road may not always be visible to drivers, which increases the risk of an incident. Please ensure children are aware of basic road safety and are encouraged to play in safer areas.
Safer Play Spaces
There are designated play areas located close to the estate which provide a safer environment away from roads and residential properties. Where children are too young to attend independently, appropriate adult supervision is advised.
About My Role
I am an Accredited Community Safety Officer under the Community Safety Accreditation Scheme (CSAS), working in partnership with Hampshire & Isle of Wight Constabulary.
My role is to support the community, provide reassurance, and help address local concerns. I have a number of delegated powers, including:
- Requiring a person’s name and address in certain situations
- Addressing anti-social behaviour
- Confiscating alcohol from under 18s and tobacco from under 16s
- Stopping cyclists where appropriate
These powers are used when necessary and while I am in uniform, carrying official identification.
Reporting Concerns
Incidents can also be reported to Hampshire Police via 101 or their online reporting tool, or to Winchester City Council. Reporting helps build a clearer picture of local issues and enables appropriate action to be taken.

Keeping our community safe is a shared responsibility. By having open conversations with children about safety, respect, and awareness, we can help create a positive and safe environment for everyone.
